I strongly disagree with anyone who says Maleficent isn’t the best Disney villain. No singing, no dancing, no long expositions about her plans, no tolerance for bumbling comedy sidekicks (she electrocutes a whole room full of minions when she finds out they’ve fucked up and spent the last few years searching for a baby), just outright malicious intent.
I mean let’s take a look at her motivations compared to other popular Disney villains:
SCAR - Wanted to become King.URSULA - Wanted to rule the seas.
WICKED QUEEN - Wanted to rule as the most beautiful woman in the land.
JAFAR - Wanted to rule in the Sultan’s place and/or obtain ultimate power.
Maleficient, by contrast, didn’t want any of that. She didn’t want more power. She didn’t want fame. She didn’t want to rule. She just wanted to raise hell. This is the woman who decided that every newborn child in the kingdom should die and that the land should be covered in darkness for one reason - SHE WASN’T INVITED TO A MOTHERFUCKING PARTY.
That’s right, the evil bitch basically condemned an entire kingdom to die at her hands because she didn’t get invited to a christening.
This is not a woman with a motivation. She cannot be reasoned with. Her actions cannot be rationalized. She is evil for the fun of being evil, not because she wants something.
THAT, my friends, is the ultimate villain. One who knows they’re evil and LOVES it.

I disagree. For one reason and one reason only.
Wanting to purge all the gypsies because they’re gypsies. Locking a misformed man up in a bell tower and manipulating him. And lets not forget he’s doing this all in the name of God. Judge Frollo to me is a villain He’s a man that does everything he does in the name of God and will justify his actions using his religion. He burns down a fucking mill, locking the family inside because of information they may or may not have. He oversees torture chambers in his down time. Frollo to me is evil in its purest form. While Maleficent is terrifying, she’s still a figure. She’s fictional. Frollo scares the shit out of me because men like him can and do exist. That to me is why he will ALWAYS reign supreme. Because he’s very real.
Maleficient is arguably the most iconic Disney villain of all time. However, Frollo is the scarier villain for exactly the reasons Christine listed above. He’s al Qaeda. He’s Westboro. He’s the terrifying representation of radical religious extremists.
He’s not extravagant like Maleficient. He’s not theatrical like Maleficient. He has a mission “from God”, and he will do whatever he can to destroy his enemies. Including, I’m not kidding, burning down all of Paris.
Yes, Maleficient’s name is feared throughout the kingdom, and she’s feared whenever she appears in front of a crowd. But Frollo’s name is feared on the streets, heard in whispers, and there’s nothing anyone can do about him because his evil is the law.
…and did OP just use “singing” as a point against good villains? Because I’m pretty sure “Hellfire” is just as badass as Maleficient turning into a dragon.

I’m pretty sure Hellfire was one of the more terrifying things I’d seen in my childhood.
I have them divided by gender: “Best Villain” and “Best Villainess” because it is too terrible to choose.
